CDC has the lead responsibility for maintaining the Diagnosis codes (ICD-9-CM/ICD-10-CM) and CMS has the lead responsibility for maintaining the inpatient Procedure codes (Volume 3, ICD-9-CM and ICD-10-PCS) as well as the MS-DRGs. Therefore, the differences would be the content (diagnosis vs. procedure) and file formats.

Each organization makes files available on their respective sites in addition to linking to files outside of their organization. CMS makes the CDCs ICD-10-CM Diagnosis information available on its ICD-10 website to allow the industry convenience in accessing both ICD-10 related diagnosis and procedure files in one location.
